Job Description

Primary Responsibilities

This is a responsible, non-supervisory position requiring familiarity with federal and state regulations. It supports Program and Accounting staff to track fiscal and grant-related financial activities for the WAM. This position ensures accurate preparation, reconciliation, and submission of financial reports in compliance with federal, state, and local regulations. The analyst develops, monitors budgets, reviews expenditures, and provides technical support to WAM leadership to ensure proper use of funds. They assist in developing cost allocation plans, audit financial transactions, and verify data accuracy to maintain transparency and fiscal integrity across all programs. The position will strengthen oversight of grant programs and support compliance with AACOG financial policies in coordination with implementing partners, while also reducing identified risks. Works under minimal supervision, with latitude for the use of effective coordination and independent judgement.

Tasks Performed

Prepares, reconciles, and submits accurate financial and grant reports to funding agencies on time. Assists assigned accountants in the review of general ledger accounts and ensures expenditures comply with budget limits and federal/state cost principles. Provides fiscal guidance to program managers on allowable costs, allocations, and budget utilization. Assists in developing and maintaining departmental cost allocation plan for shared expenses. Assists in development, monitors and analyzes grant budgets, expenditures, and variances; recommends corrective actions as needed. Tracks and reviews grantee financial reports for accuracy, timeliness, and compliance. Coordinates budget meetings and assist in budget reconciliation with program service data. Analyzes fiscal data to support management decisions and improve financial efficiency. Maintains accurate financial records and ensures proper documentation.

Essential Functions

Assists infiscal operations supporting all WAM programs, ensuring funds are properly allocated, tracked, and reported in compliance with federal and state rules. The role includes auditing journal entries, payment vouchers, and budget reports while maintaining accurate financial records. The analyst conducts audits, verifies transactions, and ensures timely financial reporting. They develop and maintain financial control systems that promote transparency and accountability and assist with budget preparation, reconciliation, and grant compliance.

Minimum Physical Requirements

Ability to use a personal computer for extended periods of time.

Desired Degree/Job Experience 

Bachelor’s degree in accounting, Finance, Business Administration, or a related field is preferred, with at least two years of experience in governmental or grant accounting. Candidates should have strong organizational, analytical, and communication skills, experience with automated accounting systems, and the ability to manage multiple grants simultaneously. Government grant experience is preferred; an associate degree with four years of related experience may substitute for the bachelor’s requirement.

Other Qualifications

Knowledge of 2 CFR Part 200, cost allocation, and fiscal compliance requirements. Must be proficient in Microsoft Excel and skilled in financial reporting, budget management, and data analysis. Attention to detail, confidentiality, and sound judgment are required, along with the ability to interpret complex regulations and ensure accurate, timely financial reporting.
