The Michigan Department of Health and Human Services (MDHHS) Comprehensive Child Welfare Information System (CCWIS) INNOVATE (Intake, Investigation, Ongoing, Prevention, Native and Maltreatment in Care), Product Owner (PO) that focuses on CPS, Prevention and Native American/Tribal Government is a critical, complex role that will provide advanced knowledge in all CPS related processes, and provide decision-making to drive and support discovery, development, and prioritization for the INNOVATE module (product). This INNOVATE module has an extensive stakeholder community, has significant importance to state departments beyond MDHHS, and CCWIS is a substantial investment of the State.

The PO is an essential leadership role for the product team required to engage in multiple aspects of the design, development and implementation processes including daily agile scrum team tasks such as User Story development, establishing acceptance criteria, and the prioritization of the product backlog. The PO is to assure that the product meets the business needs, and they will have accountability in the success or failure of the overall product.

The (CCWIS) Executive Committee along with the Director will provide the vision for the product and will empower the PO to make independent decisions to implement that vision. In addition to the executive vision, guidance and their own business knowledge, the PO must weigh the input and opinions of multiple other internal and external stakeholders. The PO must actively and consistently engage with other system and business owners and with existing MiSACWIS support resources. This individual should have at least three years working on MiSACWIS/CCWIS team.

Required Education And Experience

Education

Possession of a bachelor's degree in any major.

Educational background in health, human services or information technology preferred.

Experience

Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level.

Preferred candidates will have 2+ years of experience related to Intake/Investigation and in social/community services, human services, public health, public administration, or similar professional background. Experience helpful related to large scale projects or implementations. This position is being filled as limited term assignment. Limited term assignments may have the potential to become permanent but there is no guarantee.

Position Location/Remote Office: The office location for this position is at 235 S. Grand Ave, Lansing, MI however , this position has the ability to work hybrid (remote/office). Selected candidates who have been approved to work hybrid must complete that work within Michigan. Candidates should confirm work location and schedule at the time of interview.

Responsibilities

Employees will be provided computers to perform state work. Phones may also be provided for necessary communications. If working remotely, employees will be responsible for providing other components of a remote office at their own expense, including:

  • A secure work location that allows privacy and prevents distractions.
  • A high-speed internet connection of at least 25 Mbps download and 5 Mbps upload.
  • Suitable lighting, furniture, and utilities.
